The service will operate twice a day every Wednesday and Friday and will run from outside the Vicarage Road Sainsbury's to the Civic Offices in Woking, also picking up at Loop Road Recreation Ground.
Council Leader John Kingsbury said: "We acknowledge that the closure of Vicarage Road has caused significant disruption to public transport in the local area. Since then Woking Borough Council has been working closely with parner agencies to find a solution that would benefit the people of Kingfield and Westfield.
"While agreement could not be reached between Surrey County Council, Thames Water and the local bus company, Woking Borough Council has, in partnership with Woking Community Transport, launched a free community shuttle bus service that will enable users of public transport inconvenienced by these works access to Woking Town Centre.
"The free shuttle bus will run during the remainder of the road works. We hope that this service will go some way in meeting the needs of local people and that they take advantage of the service."
